This upcoming event in 2020 is the 5th event of the Changwon Sculpture Biennale, which was launched in 2012. The Biennale is based on the 2010 MOONSHIN International Sculpture Symposium that was held to commemorate the integration of Changwon, Masan and Jinhae city as a foothold city of the Southeast of Korea.

The Moon Jae-in government has announced its long-term cultural policy vision titled 'Culture Vision 2020 - Culture with People'. Among its top policy priorities, the government laid out 'creation of a more self-sustaining environment for artists' allowing them to focus on creative activities in a stable manner, 'spread of art and culture in everyday life' for people to enjoy and have an easy access to art, fostering of a 'sustainable art market' that is fair and transparent, and building a 'solid foundations for the future of art' including laws and institutions with regard to the art field.
